The kilometre charge was technical and controversial, and ANWB didn't want to speak on behalf of its members without knowing what those members actually thought. A survey would have produced numbers, but not a well-founded position.

The challenge

How do you meaningfully involve thousands of members in a topic that many people find complicated, without it turning into votes for or against with no explanation?

The approach

Over seven online dialogues spread across three days, more than 6,000 members discussed the proposals with each other. They responded anonymously to each other's arguments, so that the nuances and doubts became visible too.

Within two weeks, there was a report. It went to the government, and every member of parliament received a copy.
